SMR Architects joined Volunteers of America (VOA) and community partners to celebrate the grand opening of Ballington Flats, a new affordable housing development in Burlington that broke ground in July 2025 and directly addresses Skagit County’s severe housing shortage.
The $20 million development features six buildings with 42 units, outdoor spaces, and community amenities. A dedicated resident services building offers a community room, commercial kitchen, laundry facilities, and offices connecting residents with support services to help them achieve stability and self-sufficiency. With Skagit County’s rental vacancy rate below 1%, the project responds directly to a critical need. It was made possible through grants from Skagit County, the City of Burlington, the Housing Trust Fund, and the Connecting Housing to Infrastructure Program, along with support from the North Star Initiative, a public-private partnership addressing homelessness in Skagit County.
