Located in Tacoma’s Hilltop neighborhood, Mercy Rosa Franklin Place includes 60 one-bedroom apartments for seniors, with an on-site community room and outdoor plaza for residents to gather and participate in resident services. The development was designed to promote equitable transit-oriented development, enliven the pedestrian experience, enhance the quality of the streetscape, and contribute to the community revitalization of the MLK Jr. Way Business Corridor. The affordable housing project combines accessible, highly durable, and sustainable design, and it serves seniors who are 62 years of age or older with half the apartments affordable at 30% of area median income and half at 50% of area median income. The building will attain an advanced level of sustainability, meeting the State’s Evergreen Sustainable Development Standard and exceeding minimum Washington State Energy Code requirements. The ground floor community room, lobby, lounges, and other communal areas in the building, along with the active resident services programming, will help to develop a strong resident community. A strong sense of community has a direct impact on the way residents treat the building and their apartments, that affects operating and maintenance costs.
