Pendleton Place

Pendleton Place is a first-of-its-kind project that combines affordable housing, mental health care, and ongoing support services for Kitsap’s most vulnerable residents and is located off of Kitsap Way just west of Highway 3.

The 72-unit apartment building is a collaboration between the Kitsap Mental Health, City of Bremerton, and the Bremerton Housing Authority. The goal of the project was to create permanent housing for the county’s most vulnerable residents — those who are struggling with chronic homelessness, mental illness, and substance abuse — while providing on-site services like mental health care, case management, and substance-abuse treatment. Kitsap Mental Health owns the facility and contracted with the Bremerton Housing Authority to operate the building and provide 24/7 staff support for residents. Residents are paired with a case manager who help them access services like mental-health or substance-abuse treatment, manage medications, set up appointments, apply for jobs or create a budget. The project is named for housing advocate Lloyd Pendleton, who pushed an ambitious “housing first” model that helped to drastically reduce the number of chronic homeless in Utah. Pendleton, who passed away in 2019, challenged Kitsap leaders to implement the model.
