Located in Burlington, Ballington Flats featured six buildings with 42 units, along with outdoor spaces, gardens, and community amenities. A dedicated resident services building provided essential support through a community room, commercial kitchen, laundry facilities, and offices connecting residents with resources to help them achieve stability and self-sufficiency. This initiative directly responded to Skagit County's housing crisis, where the rental vacancy rate sat below 1%. The project was funded through grants from multiple partners, including Skagit County, the City of Burlington, the Housing Trust Fund, and the Connecting Housing to Infrastructure Program. It was also supported by the North Star Initiative, a public-private partnership uniting local governments to provide effective care and housing for people experiencing homelessness in Skagit County. The project broke ground in July 2025 and was completed in August 2026.
